THE SARHAD HYDEL DEVELOPMENT ORGANIZATION

Background of SHYDO
To explore and develop the hydropower potential in the province, the Government of NWFP created the Small Hydel Development Organization (SHYDO) in 1986-87 which was later on converted to Sarhad Hydel Development Organization (SHYDO), an autonomous body under the SHYDO Act 1993.
An eight member Board of Directors under the chairmanship of the Governor NWFP governs SHYDO. Members include the Ministers for power and finance departments, the Additional Chief Secretary to govt of NWFP, Secretary Power, Secretary Finance, Secretary Law and Managing Director, SHYDO. The Organization head office is at Peshawar and field offices at Chitral, Dir, Swat and Kohistan.

Role of SHYDO
The new role of SHYDO assigned by the present Government is as follow
:

· Policy making

· Facilitation for private sector development

· Preparation of feasibility studies for hydropower generation in the province

· Regulatory

Activities of SHYDO can be divided in three main categories i.e.
i) a Hydropower prospector,
(ii) a Hydropower Developer, and
(iii) Facilitator for private sector investment in hydropower projects.

SHYDO as a prospector
SHYDO has prepared a master plan, which consists of an identification study over seven regions of NWFP. Initially a total potential of about 400 MW, comprising of 67 ‘small' hydel sites has been identified. These sites are suitable for regional supply to isolated communities in the mountainous areas of NWFP. The master plan covers the area of Chitral, Dir, Swat Mansehra and Kohistan districts. Apart from this SHYDO has also identified five big sites with a total capacity of 5000 MW in the aforesaid areas
The organization has also completed feasibility studies for nine hydropower projects.

SHYDO a developer
SHYDO has constructed 03 numbers project with a total capacity 3600 KW and are in operation. While 81 MW Malakand -III HPP, Dargai is under implementation by SHYDO .

SHYDO as a facilitator for private sector development
To provide one window operation to investors, the Provincial Govt: has merged the Private Power Cell, Govt: of NWFP into SHYDO with effect from 1st Nov 2001. The organization will now endeavor to attract private sector participation in the development of hydropower projects in NWFP, both for rural electrification and industrial use by providing technical assistance to the investors. To boost up industrial growth in NWFP by the use of cheap hydel power, the provincial Govt; has approved a policy for the development of hydropower potential for industrial use. The policy aims to attract private sector to establish industries near sites where hydel power can be generated and used in the industry as captive power by the investor.
SHYDO has already indicated such potential sites on the two branches of Upper Swat Canal – Machai and Abazai Branch Canals.

Privatization of small hydel power of SHYDO
As a power utility organization, SHYDO is operating twelve (12) small hydel power plants in the northern areas of NWFP. Most of these plants were inherited from the Irrigation Department in January 1992. The list also includes the hydel power stations at Ashuran (400 kW), Thall (400 kW) which were constructed by SHYDO and Reshun HPP constructed under Pak / German technical co-operation for development of Hydel power resources in northern areas of N.W.F.P. Upon the directives of the Governors NWFP, SHYDO is planning to privatize Small Hydel Stations in order to diminish its previous roll of a utility organization.
